WISEWOMAN Summary Exhibits Displaying Minor Changes
March 12, 2025

Background and Rationale
•

The current dataset consists of 71minimum data elements (MDE) that address CVD risk
factors such as elevated blood cholesterol, high blood pressure, obesity, diabetes,
smoking, sedentary lifestyle, client demographics and behaviors, and social services and
support, which are incorporated into the client’s health department electronic health
record. Information is collected by providers at the time of enrollment and at follow-up
assessment and reassessment (a minimum of 11 months post-enrollment). The
information reported to CDC is used to evaluate the effectiveness and outcomes of
WISEWOMAN services and programs. By deleting two data elements and adding two
data elements, adding a response option, and adopting the 2024 OMB Statistical Policy
Directive 15 to replace the existing race questions. These changes align with the current
purpose and scope of existing WISEWOMAN data elements and the number of data
elements remain at 71. Overall, these changes to MDEs will improve data quality by
provide companion data to existing data elements to provide a more complete picture for
underserved women in the WISEWOMAN Program and Program fidelity by mitigating
barriers that are preventing active participation in the WISEWOMAN program. The
overall change in burden is non-substantive. In addition to these minor changes to MDEs,
CDC is also seeking a three approval for this data collection making this a revision ICR.

Rationale
Brief description of
intent of change

This change is based
on OMB Statistical
Policy Direct 15
2024. It replaces the
old OMB Statistical
Policy Directive
from 1997 of asking
Race and Ethnicity
separately. This is an
even exchange of 7
response options for
7 response options
in Exhibit 2. Data
file structure intact.

Exhibit 3. Deletion of Two Current Minimum Data Element Questions

We propose to delete Ethnicity and Race2 by adopting OMB Statistical Policy Directive 15 for race and
ethnicity. Deletion is necessary as the new race and ethnicity questions is comprehensive and two
Minimum Data Elements that are being deleted would be redundant.

Exhibit 5. Adding 2 Minimums Data Element Questions

We propose to add two questions related to assess participant physical and emotional safety. These two
companion questions have been taken from the well-known PRAPARE Screening Tool and will
complement the analysis of current social services minimum data elements and increase opportunities
to participate in healthy behavior support services which the hallmark of the WISEWOMAN Program.
