CYBERSECURITY PILOT PROGRAM PARTICIPANTS AND PROVIDES
ADDITIONAL INFORMATION REGARDING PROGRAM REQUIREMENTS

By this Public Notice, the Wireline Competition Bureau (Bureau) announces the selection of 707
eligible schools, libraries, and consortia of eligible schools and libraries to participate in the Schools and
Libraries Cybersecurity Pilot Program (Pilot Program or Pilot) to receive up to $200 million in support.1
Consistent with the Pilot Program’s goals and the Federal Communications Commission’s (Commission
or FCC) directives to the Bureau and the Universal Service Administrative Company (USAC),2 the
participants selected as part of the Pilot represent a diverse cross-section of large, small, urban and rural
schools, libraries, and consortia from across the nation, with an emphasis on those with the greatest need
and Tribal entities.3 In addition, as discussed below, we provide further information and instruction to
Pilot participants regarding the requirements for competitive bidding and completing and submitting Part
2 of the Schools and Libraries Cybersecurity Pilot Program Application (FCC Form 484); requests for
funding; invoicing; and the initial, annual, and final reports.4 The data gathered from the Pilot will help

the Commission evaluate whether, and to what extent, it should use the Universal Service Fund (USF) to
support the cybersecurity needs of eligible schools and libraries going forward.
Background
On June 6, 2024, the Commission adopted a three-year pilot program, funded through the USF, to
provide up to $200 million to eligible schools, libraries, and consortia of eligible schools and libraries to
defray the costs of eligible cybersecurity services and equipment and to provide the Commission with
data to better understand whether and how universal service funds should be used to support the
cybersecurity needs of schools and libraries on a permanent basis.5 Participation in the Pilot is open to
schools, libraries, and consortia of schools and libraries that meet the E-Rate program’s eligibility
requirements.6 However, a program applicant need not be a current or former E-Rate program applicant
in order to be eligible to apply for the Pilot.7
To be considered for participation in the Pilot, prospective applicants were first required to
provide basic information about their cybersecurity needs, experience, and plans to use the funding if
selected. Applicants were required to complete Part 1 of FCC Form 484 and submit through USAC’s
Cybersecurity Pilot Program portal during the filing window8 from September 17, 2024 through
November 1, 2024.9 The Commission received 2,734 applications from schools, libraries, and consortia
of schools and libraries requesting an estimated $3.7 billion in funding.10 Applicants spanned all 50
states, Puerto Rico, and the District of Columbia. Approximately 93% of applications were from schools
and school districts, 4% from libraries and library systems, and 3% from consortia.
From this broad applicant pool, as delegated by the Commission, the Bureau has selected
participants for the Pilot Program consistent with section 54.2001(d) of the Commission’s rules and the
Commission’s directives regarding the factors to be weighed and considered in making selections.11
Specifically, to select Pilot participants, the Bureau first looked at qualifying applicants’ discount rate and
National School Lunch Program (NSLP) percentages and prioritized funding to those with the highest
percentages, consistent with section 54.2001(d) of the Commission’s rules. To ensure diversity in the

participant pool, including geographic diversity, the Bureau also considered applicants’ entity type, size,
and location, among other things, as directed by the Commission.12
The selected participants listed in Appendices A and B will be required to provide more detailed
cybersecurity information in Part 2 of the FCC Form 484; seek competitive bids for the eligible services
and equipment for which they intend to seek Pilot Program support; and comply with the program’s data
reporting requirements.13 Selected participants will also be able to request eligible services and
equipment and seek reimbursement for eligible services and equipment based on approved, fixed perstudent or per-library budgets.14 All Pilot Program participants and service providers will be subject to
the Pilot Program integrity protection measures, including document retention and production, gift,
certification, audit, and suspension and debarment rules, as well as all other FCC rules and requirements
for the Pilot.15
Selected Pilot Program Participants
In reviewing applications and selecting applicants to participate in the Pilot, the Bureau, with
support from USAC, engaged in a thorough review of all qualifying applications that were submitted
during the filing window,16 which included reviewing applications consistent with section 54.2001(d) of
the Commission’s rules and applicant responses to questions posed in Part 1 of the FCC Form 484 with
an eye towards ensuring that funding is distributed as widely as possible across the United States and its
territories, among other things.17 The Bureau selected participants based on responses to these questions
and an applicant’s discount rate and NSLP percentages, while keeping in mind the Commission’s
directive to target funding to: (1) the neediest eligible schools, libraries, and consortia who will benefit
most from cybersecurity funding (i.e., those at the highest discount rate percentages); (2) as many eligible
schools, libraries, and consortia as possible; (3) those schools, libraries, and consortia that include Tribal
entities; and (4) a mix of large and small and urban and rural schools, libraries, and consortia.18 As total
demand for Pilot Program funds exceeds the $200 million cap, the Bureau prioritized selection in

accordance with section 54.2001(d) of the Commission’s rules.19 As a result, applications submitted by
applicants with discount rate percentages and NSLP percentages that fell below 90% and 81%,
respectively, were disqualified from review due to demand exceeding available funding and were not
selected for the Pilot Program.20
Consistent with the Commission’s goals for the Pilot program, the selected participants represent
a mix of large and small, and urban and rural schools, libraries, and consortia from various geographic
areas with differing cybersecurity needs and experiences and a particular focus on low-income and Tribal
applicants.21 Specifically, the participants selected today represent 540 school districts, 105 schools, 40
library systems, 10 libraries, and 12 consortia. Of these 707 participants, 518 (73%) are urban, 189 (27%)
are rural, and 8 are Tribal22 These Pilot participants represent all 50 states, Puerto Rico, and the District
of Columbia. Of the 645 schools and school districts selected to participate in the Pilot Program, 33%
were large and 67% were small.23 Given this diverse pool of participants, we anticipate being able to
gather meaningful data on how the Pilot may help protect schools’ and libraries’ broadband networks and
data and improve their ability to address cybersecurity risks, while also assessing the costs and benefits of
continuing to use universal service funds to support eligible schools’ and libraries’ cybersecurity needs in
furtherance of the Pilot Program’s goals.24

Other factors the Bureau considered in making selections included the distribution of funding to
as wide a geographic area as possible,25 the cost of the proposed Pilot projects compared to the total Pilot
Program cap,26 and applicants’ level of exposure to cybersecurity threats and attacks.27 The average
three-year budget for the majority of Pilot participants is approximately $307,000, with the Pilot Program
contributing an average of $275,000. For schools and libraries, the average three-year budget is
approximately $304,000, and for consortia the average three-year budget is approximately $470,000. The
707 selected participants have varying degrees of cybersecurity experience. Just over 80% of selected
participants indicated they have experience implementing cybersecurity protections, with approximately
23% indicating experience of three years or less, and approximately 53% indicating experience of more
than five years. Nearly 40% of Pilot participants indicated they have faced a cybersecurity threat or
attack within the past year.
Additional Pilot Program Requirements
Below, we outline next steps for Pilot Program participants. Each Pilot participant is required to
complete the additional requirements described in this section, including seeking competitive bids for the
eligible services and equipment for which they intend to seek support and submitting requests for
funding; Part 2 of the FCC Form 484; requests for reimbursement; and the initial, annual, and final
reports. The Bureau may provide additional information about these and any further requirements,
including any additional reporting requirements imposed on Pilot participants, through the FCC and/or
USAC’s Pilot Program websites and other resources.28
Pilot FCC Form 470 Competitive Bidding Requirements. To obtain Pilot Program support, a
Pilot participant must first conduct a fair and open competitive bidding process to seek bids for the
eligible services and equipment for which they intend to seek support.29 To start the competitive bidding
process, Pilot participants must first complete the Schools and Libraries Cybersecurity FCC Form 470
Description of Services Requested and Certification Form (Pilot FCC Form 470) on which they are
required to describe their desired eligible services and equipment and must submit the completed form to

USAC through the Cybersecurity Pilot Program portal.30 Once the form is posted to USAC’s website,
service providers will have an opportunity to review and submit bids directly to the Pilot participant based
on the forms. As in the E-Rate program, Pilot participants are required to wait until the Allowable
Contract Date (ACD), which is 28 days from the date that the Pilot FCC Form 470 is posted on USAC’s
website, before entering into a legally binding agreement or contract with a service provider.31
If, however, a Pilot participant seeks support for services and equipment purchased from a Master
Services Agreement (MSA) (or an equivalent like a state master contract (SMC)) that is negotiated by
federal, state, Tribal, or local governmental entities on behalf of the participant, it will not be required to
seek competitive bids provided that the MSA/SMC was awarded pursuant to the E-Rate FCC Form 470
process, as well as applicable federal, state, Tribal, or local competitive bidding requirements.32 To make
use of this limited exemption, a Pilot participant should submit the MSA/SMC and the corresponding ERate FCC Form 470 to USAC for review and approval.33 If approved, the MSA/SMC along with its
establishing E-Rate FCC Form 470, will be made available on USAC’s website as a contract exempt from
the competitive bidding requirements so that other Pilot participants may review and make use of these
contracts where appropriate.
To the extent a Pilot participant wishes to make use of an MSA/SMC negotiated by a nongovernmental entity, we note that the participant must submit a waiver request to the FCC within 60 days
from the date of this Public Notice, along with an explanation as to why the underlying competitive
bidding process is the equivalent to a government entity’s process.34 In addition, the waiver request must
include the following:
•

A description of the non-governmental entity that negotiated the contract;

•

A description of the competitive bidding process that was used by the non-governmental
entity, including how many bids were received;

•

The factors that were used in the bid evaluation, including whether price was the primary
factor in the bid evaluation process; and

•

A description of the schools and libraries who will be allowed to purchase off of the contract
and whether they would need to pay any fee(s) to be able to purchase off of the contract.

If the waiver is granted, the MSA/SMC and establishing E-Rate FCC Form 470 will be posted on
USAC’s website as a contract exempt from the competitive bidding requirements so that other Pilot
participants may review and make use of the contract where appropriate.
Similarly, a Pilot participant that wishes to make use of an MSA/SMC negotiated by a
governmental entity that does not rely on the E-Rate FCC Form 470 process, may submit a waiver request
to the FCC within 60 days from the date of this Public Notice, along with an explanation as to why the
underlying competitive bidding process was equivalent to the process required by the Commission’s ERate competitive bidding rules.35 The waiver request must include the following:
•

A description of the competitive bidding process that was used by the governmental entity,
including how many bids were received;

•

The factors that were used in the bid evaluation, including whether price was the primary
factor in the bid evaluation process; and

•

Confirmation that schools and libraries would be eligible to purchase off of these contracts
since the contracts were not procured using the E-Rate FCC Form 470.

If the waiver is granted, the MSA/SMC will be posted on USAC’s website as a contract exempt from the
competitive bidding requirements for use by other Pilot participants.36 To make use of one or more of
these approved MSAs/SMCs, whether granted through a waiver or otherwise, a Pilot participant would
then simply select the “Exempt MSA/SMC” option when completing its Schools and Libraries
Cybersecurity Pilot Program FCC Form 471 Description of Services Ordered and Certification Form
(Pilot FCC Form 471) through the Cybersecurity Pilot Program portal.
For Pilot participants that must seek competitive bids for the eligible equipment and services for
which they seek support, we note that the Pilot FCC Form 470 will become available through the
Cybersecurity Pilot Program portal on Friday, January 17, 2025 at 8 a.m. E.T. and must be completed and
submitted no later than Monday, August 18, 2025 at 11:59 p.m. E.T. (i.e., 28 days before the close of the
Pilot FCC Form 471 application window).37 Before entering into an agreement or contract with a service
provider(s), we remind Pilot participants that they must carefully consider all bids submitted and select
the most cost-effective service offering with the price of the eligible services and equipment being the
primary (i.e., most heavily-weighted) factor in the bid selection process.38 We further remind Pilot
participants and their representatives, including consultants, that they are prohibited from soliciting,
requesting, or receiving gifts from a service provider participating in or seeking to participate in the Pilot
and are required to conduct their competitive bidding process in a fair and open manner (i.e., all potential
service providers must have access to the same information and must be treated in the same manner
throughout the entire competitive bidding process).39

Pilot FCC Form 471 Application Requirements. To request discounts on Pilot-eligible services
and equipment, Pilot participants must complete and submit a Pilot FCC Form 471 through USAC’s
Cybersecurity Pilot Program portal during the Pilot FCC Form 471 application filing window.40 The
application filing window for this form will open on Tuesday, March 18, 2025 at 8 a.m. E.T. and will
close on Monday, September 15, 2025 at 11:59 p.m. E.T..41 As in the E-Rate program, Pilot participants
will be asked to provide the following information on their Pilot FCC Form(s) 471: the recipients of
services and equipment and the selected service provider(s); detailed descriptions of the services and
equipment requested, including their costs and the dates of service or equipment; and certifications
regarding compliance with Pilot Program rules.42 Pilot participants will also be required to specify
whether they or their service provider will be submitting invoices for each funding request on the FCC
Form(s) 47143 and must submit Pilot FCC Form(s) 471 to cover the full Pilot project (i.e., the full threeyear term).44
As explained above, Pilot participants are not allowed to certify and submit the Pilot FCC Form
471 until they have waited at least 28 days after the Pilot FCC Form 470 is submitted and certified to
USAC (i.e., the ACD).45 Once a Pilot participant certifies and submits the Pilot FCC Form 471, USAC
will review the form and may reach out through the Cybersecurity Pilot Program portal to inquire about
information provided on the form and/or ask for supporting documentation.46 USAC will also provide the
participant with an opportunity to correct any errors on the form through a Receipt Acknowledgment
Letter (RAL) or similar process.47
Following review of the Pilot FCC Form(s) 471 and the submission of Part 2 of the FCC Form
484, USAC will issue a funding commitment decision letter (FCDL) to both the participant and the
selected service provider(s) approving, modifying, or denying the funding requests. The FCDL will
provide the amount of committed funding available for each request based on the Pilot participant’s threeyear budget, will cover the three-year term of the Pilot Program, and will include a reminder to
participants that funding is dependent upon full compliance with the FCC rules. As explained further

below, once a Pilot participant receives an FCDL committing funding for the eligible services and/or
equipment, it may begin to submit requests for reimbursement after the receipt or delivery of the
requested services and/or equipment.48 Pilot participants will be allowed to submit service and equipment
substitution change requests as needed during the three-year Pilot Program.49
Requests for Reimbursement (Pilot FCC Form 472/FCC Form 474) Requirements. Consistent
with the E-Rate program, both Pilot participants and service providers may submit requests for
reimbursement using the Billed Entity Applicant Reimbursement (BEAR) form (FCC Form 472) or the
Service Provider Invoice (SPI) form (FCC Form 474) (Pilot FCC Forms 472 and 474), respectively, based
on the method of invoicing Pilot participants have chosen as indicated on their Pilot FCC Form(s) 471.50
As part of the reimbursement process, Pilot participants and service providers must provide the required
certifications and any necessary documentation to support their requests.51 To that end, Pilot participants
and service providers are required to submit invoices detailing the items purchased with their
reimbursement requests.52 Invoices must support the amounts requested and approved on the Pilot FCC
Form 471 application and in the FCDL.53
Pilot participants may begin to submit requests for reimbursement after the receipt or delivery of
the requested eligible services and/or equipment.54 Requests for reimbursement must be submitted to
USAC through the Cybersecurity Pilot Program portal within 90 days after the last date to receive
service,55 and Pilot participants or service providers may request a one-time extension of the invoicing
filing deadline, if the request is timely filed.56 We remind Pilot participants and service providers that
they are prohibited from requesting or receiving duplicative funding and must certify as such on their
Pilot FCC Forms 472 or 474 when submitting requests for reimbursement.57

FCC Form 484 Part 2 Application Requirements. Pilot participants will use Part 2 of the FCC
Form 484 to provide additional cybersecurity information beyond the general information provided in
Part 1 of the FCC Form 484.58 The information provided on Parts 1 and 2 of the form will help the
Commission establish a baseline for evaluating the Pilot’s performance goals and data reporting
requirements.59 Specifically, Pilot participants will be required to provide the following information on
Part 2 of their FCC Form 484:
•

Information about correcting known security flaws and conducting routine backups,
developing and exercising a cyber incident response plan, and any cybersecurity changes or
advancements the participant plans to make outside of the Pilot-funded services and
equipment.

•

A description of the Pilot participant’s current cybersecurity posture, including how the
school or library is currently managing and addressing its current cybersecurity risks through
prevention and mitigation tactics.

•

Information about a participant’s planned use(s) for other federal, state, or local cybersecurity
funding (i.e., funding obtained outside of the Pilot).

•

Information about a participant’s history of cybersecurity threats and attacks within a year of
the date of its application; the date range of the incident; a description of the unauthorized
access; a description of the impact to the K-12 school or library; a description of the
vulnerabilities exploited and the techniques used to access the system; and identifying
information for each actor responsible for the incident, if known.

•

A description of the specific Department of Education (Education Department) or
Cybersecurity and Infrastructure Security Agency (CISA) cybersecurity best practices
recommendations that the participant has implemented or begun to implement.

•

Information about a participant’s current cybersecurity training policies and procedures, such
as the frequency with which a participant trains its school and library staff and, separately,
information about student cyber training sessions, and participation rates.

•

Information about any non-monetary or other challenges a participant may be facing in
developing a more robust cybersecurity posture.60

Pilot participants must answer all questions included in Part 2 of the FCC Form 484 and must submit their
completed form through the Cybersecurity Pilot Program portal.61 Part 2 of the FCC Form 484 will

become available on Friday, January 17, 2025 at 8 a.m. E.T.,62 and participants have until Monday,
September 15, 2025 at 11:59 p.m. E.T. to submit and certify their completed form.63
Upon submission of a completed Part 2 of the FCC Form 484, Pilot participants will receive a
certification acknowledgment notification from USAC to the email address(es) for the users with access
rights associated with the form. Pilot participants may also expect to receive additional communication
from USAC if any further information or clarification regarding the form is needed. Failure to timely
submit a completed Part 2 of the FCC Form 484 and/or the Pilot FCC Form 471 will result in removal
from the Pilot Program, and the Bureau will attempt to replace that participant with an applicant that was
not selected for the Pilot.64
Initial, Annual, and Final Reporting Requirements. To assist the Commission in evaluating the
goals and success of the Pilot Program and provide a mechanism by which Pilot participants may evaluate
and report on their cybersecurity readiness before, during, and after their participation in the program, the
Commission adopted initial, annual, and final reporting requirements for Pilot Program participants in the
Cybersecurity Pilot Program Report and Order.65 The data gathered from these reports will be essential
in helping the Commission determine whether and how to fund schools’ and libraries’ cybersecurity
needs on an ongoing basis.66 We now provide additional information about the timing for the submission
of these reports and the specific information we expect to be provided by Pilot participants.67
The information contained in these reports will be presumptively confidential; however, the
Bureau may, at its discretion, create a version of the information that is aggregated, anonymized, or
otherwise not subject to protection from disclosure under the Freedom of Information Act for public
release.68 Pilot participants must adhere to these requirements to receive and to continue receiving Pilot
Program support and to retain their status as a Pilot participant.69 In addition, failure to submit periodic
reports and certify to the accuracy of the information provided in the reports may result in a referral to the
Commission’s Enforcement Bureau, a hold on future disbursements, recission of committed funds, and/or
recovery of disbursed funds.70

Periodic Reporting Timing and Requirements. First, regarding the submission of the initial report
required of Pilot participants, we note that the information provided in Parts 1 and 2 of the FCC Form 484
constitutes the necessary data to establish a reporting baseline for purposes the initial reporting
requirement, and we clarify that the timely submission of these forms will satisfy this requirement. No
additional information is required of Pilot participants to meet the initial reporting requirement. We
remain mindful of the sensitive nature of the cybersecurity information being shared in Parts 1 and 2 of
the FCC Form 484 and seek to reduce administrative burdens on Pilot participants by unnecessarily
requiring additional and/or duplicative information that has either already been provided or will be
provided through the submission of the annual and/or final reports.71
Regarding the submission of the annual and final reports, as explained in the Cybersecurity Pilot
Program Report and Order, Pilot participants are required to submit each annual report no later than 60
days following the conclusion of the first and second years of the Pilot Program and the final report no
later than 60 days following the conclusion of the final year of the three-year Pilot Program.72 The
Bureau will announce when the annual reporting form has been approved by the Office of Management
and Budget, and the Bureau or USAC will provide additional information regarding the deadlines for
submitting the annual and final reports.73 We note that the deadline for the submission of the annual and
final reports will be staggered based on the issuance date of a Pilot participant’s FCDL(s).
For purposes of the annual report, Pilot participants will be required to respond to questions very
similar to those included in Parts 1 and 2 of FCC Form 484, plus additional questions, which will allow
participants to provide further detail regarding their cybersecurity expertise and any cyber events that
have taken place during the reporting period. Specifically, Pilot participants should be prepared to
provide the following or substantially similar cybersecurity information, as applicable, and may be
removed from the Pilot Program if they refuse or fail to do so: 74
•

Information about the individual(s) completing the questionnaire, including, primary job title,
whether they are a consultant, whether they are a consortium lead, contact information, and
the number of years of network experience.

•

Information about routine back-up practices, including whether at least one copy of the backup is stored offline and whether the participant has ever tried to restore from a back-up (either
a test or after a cyber incident).

•

Information about the number of current and former participant staff, patrons, and/or students
for which a school or library collects and retains records; whether the participant has a data
retention policy; and how many years they keep data.

•

Information about the current posture of the participant’s network, such as whether there is a
virtual or physical partition or separation (like a router or a firewall) between the participant’s
internal network (intranet) and the Internet; whether the participant’s network is segmented
by user type; and information about how the participant’s network is managed.

•

Information about the participant’s advanced firewall solution, including, whether the
participant’s advanced firewall solution provides a report about how much network traffic is

protected each month and the percentage of total network traffic that is protected by an
advanced firewall; and whether the advanced firewall solution reports the number and type of
threats (both internal and external) prevented during the reporting period.
•

Information about the participant’s endpoint protection, including information about the
number of school-, library-, or consortium member-owned or leased end-user devices that
have access to the network. Information about school-, library-, or consortium memberowned or leased owned or leased devices protected by endpoint protection, including the
number of servers, and the number of end-user devices by type (e.g., Chromebook, Windows,
etc.). Information about whether the participant’s endpoint protection solution provides a
report on the number of threats (both internal and external) prevented during the reporting
period.

•

Information about identity protection and authorization software or services, including, on
average, the number of network users (students, library patrons, school staff, library staff)
protected by identity protection and authorization software or services during the reporting
period; whether all registered users of the network are protected by identity protection and
authorization software or services and whether all privileged/administrative users are
protected; whether the participant’s identity protection and authorization system(s) report the
number and type of threats (both internal and external) prevented during the reporting period;
whether the participant has implemented advanced protections such as media access control
(MAC) address filtering or blocking for Wi-Fi systems and whether that includes blocking
specific hardware devices by MAC address.

•

Information about the participant’s monitoring, protection, and response system(s) solution,
including, the portion of the participant’s users that are protected by monitoring, protection,
and response system(s); whether the participant’s monitoring, protection, and response
system(s) solution provides a report on the number of attempted attacks (both internal and
external) prevented during the reporting period; whether the participant’s monitoring,
protection, and response system(s) report the number and type of attack, (including numbers
for malware; viruses; spam; ransomware; distributed denial-of-service attacks;
insider/privilege misuse; email and web security threats (e.g., phishing, password spraying,
credential stuffing, etc.); data compromise and loss; or any other similar threats/attacks);
whether the participant asks school and/or library staff and/or students and/or library patrons
to report potential/suspected phishing attacks, and if so, information on how suspected
phishing attacks are reported; whether the participant conducted any test phishing attacks
with school or library staff or students/library patrons to test their ability to identify phishing
emails during the reporting period, and if so, information on the percentage of test attacks that
were handled correctly.

•

Information about system outages, such as ransomware, distributed denial-of-service (DDoS),
or other network-disabling attack; information about the percentage of the participant’s
annual overall budget that is spent on IT and cybersecurity; information about whether if the
participant were to experience a network-disabling cyberattack, would the school or library
need to close for the duration of the outage, and if so, for how many days; information
regarding whether services hosted on-premise (e.g., email, student information system) would
be affected by a network-disabling attack; information about the number of school days lost
to a network-disabling attack during the reporting period; information about the estimated
cost of a make-up school day if a day is lost to a cyberattack-caused network outage.

Pilot Participant Withdrawal
We expect applicants selected to participate in the Pilot Program will be committed to
participating for the entire three-year term of the Pilot; however, we realize that some may, for various
reasons, need to withdraw from participation in the program. Although we do not anticipate this to be the

case for the vast majority of participants, to ensure the greatest possible disbursement of Pilot Program
funds and minimal disruption to the program, we establish a process by which participants may withdraw
from the Pilot without potential enforcement action and other qualifying applicants can be offered an
opportunity to replace the withdrawing participant. Accordingly, we note that participants selected to
participate in the Pilot via this Public Notice will have until July 1, 2025 to withdraw from the program
by contacting the Bureau via email at CyberPilot@fcc.gov and submitting a Letter of Withdrawal, which
must be posted to the Commission’s Electronic Comment Filing System (ECFS) under Docket Number
WC 23-234.75 Once the Bureau receives a withdrawal request, it will send a separate acknowledgment
letter in response to the request, which will also be posted to ECFS along with the Letter of Withdrawal.
A replacement participant and/or participants will then be selected consistent with section 54.2001(d) of
the Commission’s rules, using the same selection criteria and process explained above.76
Replacement participants will be informed of their selection via a letter from USAC and will have
two weeks from the issuance date of the letter to confirm their participation in the Pilot through the
Cybersecurity Pilot Program portal. Should a replacement participant choose not to participate in the
Pilot or fail to respond to the letter within two weeks, an additional replacement participant(s) will be
selected and contacted through the process described above until the full $200 million overall Pilot
Program budget has been obligated. The Bureau and/or USAC will provide additional information to
applicants that are selected as replacement Pilot participants to assist them with participating in the Pilot
Program.

Pilot participants selected via this Public Notice will have until July 1, 2025 to withdraw from the program in
order to give those participants that will replace them with sufficient time to comply with other program
requirements, including conducting competitive bidding and submitting the Pilot FCC Form 470 and Part 2 of the
FCC Form 484.
