The Debt Collection Improvement Act of
1996 requires that agencies collect TINs from individuals who do
business with the Government, including contractors and recipients
of credit, licenses, permits, and benefits. The TIN will be used to
process all electronic payments (refunds) made to licensees by
electronic funds transfer by the Department of the Treasury. The
Department of the Treasury will use the TIN to determine whether
the refund can be used to administratively offset any delinquent
debts reported to the Treasury by other Government agencies. In
addition, the TIN will be used to collect and report to the
Department of the Treasury any delinquent indebtedness arising out
of the licensee’s or applicant’s relationship with the
NRC.
The annual burden decreased
from 75 hours annually in the previous clearance to 37.5 hours
annually (a decrease of 37.5 hours). This is due to a decrease in
the estimated number of forms received annually. The burden per
response has not changed. The NRC staff is lowering the estimated
number of annual responses based on improved data from agency
refund tracking system. In addition, the NRC is no longer sending
the NRC Form 531 with the annual invoice to entities who have
already provided a TIN. This change in the invoicing process
resulted in a decrease in the number of forms received and a
reduction of duplication. Finally, the fee rate increased from $288
to $317 per hour.
